I get plenty.
I just delete them every time for marks.

Random class engrams. Sometimes i get them from legendary chest, arm, leg, and helmet.

Raid challenge mode drops one everytime guaranteed. All three challenges are on this week, so you could potentially get 3 from one run through of kings fall. The other place to get them is court of oryx, stolen runes have a chance of dropping one and you are guaranteed one for completing an antiquated rune.
