Idk, when it was at 2 for me it changed to 1 in a few meters

the distance from where it turns into 1fp from 2 fp is anywhere between 90 meters to 60 meters away from the pokemon. So i believe you were closer in mid 65 meter range for it to turn from 2 fp to 1 fp. No matter where you are the moment you cross 60 meters towards the pokemon your indicator will change from 2 fp to 1 fp.
