Have you tried clearing your console's cache and power cycling your console? https://www.bungie.net/en/Help/Article/12539 You can power cycle your console by holding down the power button until the console resets.

    Can you try doing this if possible/you haven't already? https://www.bungie.net/7_UPnPPort-ForwardingNAT-Type---Allowing-Destinys-Co/en/Help/Troubleshoot?oid=13611 If you have tried this, this is most likely something you will need to contact your Internet provider about.
