Thanks to those who reminded me that we still have to earn the gear to infuse into the new sets.
Today in the livestream I was super excited watching Deej talk about the new cool gear sets available... Until he said they are able to be bought from Eververse.

In order for it to be "pay to win " the stuff needs to be more powerful than anything you can get for free by playing the game, and only available by using real money, i.e. pay to win.
