I had really good luck with orokin cells on that Nekros assassination mission. But you do need to make a key to get in there. But I got 3 to 5 per mission.

Yep, it's a great place for them. Each of Lephantis' heads has a high chance to drop one. And once you fall down through the floor his body does too.
