However it would fundamentally change the ease of other content by reincorporating them back into the game as year 2 weapons

So what you're saying is make old content relevant and bring back those elemental primaries back with year 2 values without making new elemental primaries like arc doom of chelchis as an example

Just make them all kinetic damage instead. The special weapons like Found Verdict and Hezens Vengeance would still be elemental. Only the primaries wouldn't be. Solely for weapon balance concerns.

Good idea but IMO I would just bring back some like Timepiece and epilogue since One is rare And the other is well But game breakers like Confluence and fatebringer stay behind with element and are brought forward without element
