There's a cool down for them before and after you get you're exotic engram.

What's the cool down time? Only ask as it's the first exotic I've got in about a month and a half.

I'm not sure. For me after I get my first exotic I wait 30 mins before popping a toc and pop one 10-15 mins after each boss fight until I get the engram. Most toc I'll use is about 5 -7.
