I've played ~1400 games since September 15th, and haven't gotten it. During Iron Banner, Bungie posted a weekly update mentioning a glitch effecting Legendary drop rates in the Crucible. I don't know if it has been resolved or not.
I'm also always at the top of the leaderboard and I seriously think that has a negative effect on my drops.

I've gotten it twice, deleted it both times because I don't like hand cannons, even when they were the go to for crucible i still didn't like them
