Massive Multiplayer Online. MMO. It's marketed as such as well.
I will agree it's not a conventional MMO; but it still is.

It's not massive. You can only have 6 players in a fireteam and rarely anyone in the world

That's an arguable point. But what is it, 16 people in the tower you can interact with? What is massive? The game claims to be an MMO so it will do things MMO's do.
