Just like how Touch of Malice doesn't have grimoire, it's a hidden exotic, it is in the game. There are plenty of exotics that were in the armory that haven't dropped from engrams, and either will be Xur exclusive, quest items, or hidden like ToM.

That's basically it. Bungie knew that people datamined the shit out of the update that came out before HoW that had all the content, so they figured out how to hide stuff from data miners. There are a bunch of Simulant pieces just named "Classified" in the database. Same with Touch of Malice

They did its a fusion Rifle right? It should be in the special weapon grimoire spot...if you have not noticed they now labeled all grimoire even if you do not have it unlocked

But what the actual weapon type? Fusion rifle Rocket launcher If you ever noticed that No Land Beyond is sniper but can be equipped in the primary slot but the grimoire card is under the Special Weapons tab

There are clearly hidden weapons - touch of malice, another confirmed quest exotic, is also missing in the grimoire. However, almost everyone has the quest for it right now. There's also rumors of an exotic version of the Stranger's Rifle.

It's believed the old hunger quest is for touch of malice but I am not 100 percent sure.
