It's not a bug - it seems intentional according to patch notes.

But why would they keep the name the way it is and the description? I saw another comment that it changed to something in the inventory now? I don't understand.. They really need to put in a more detailed description of the changes.

It's in the patch notes. It now increases the max surplus ammo in your inventory (like it always did) but no longer increases the weapon's magazine size.

What good are the armor buffs that say 'carry more pulse rifle ammo' if your pulse rifle has field scout, do you carry the max plus more?
