I'll go with 1 Captain with 3 shields. Ghorn should take care of him, no matter what shield he has.
Would you rather be able to equip 3 exotic weapons at one time with no exotic armor, or full exotic armor with no exotic weapons?

Full exotic armor for sure. Certain legendary guns can compete with exotics. But no armor piece can hold up to exotic armor.
