I think it's because of Activision, at this point.
Not so much because they have a say, but because shareholders are so heavily involved. Pretending to not have a problem is better than addressing that there is one, when it comes to money, apparently.

I have to agree with you here. Perhaps Microsoft played a bigger role in community involvement than we had thought. Activision is all for communities though, COD, WOW, Diablo all have that community feeling. I think as much as I want to believe Publisher involvement is to blame, I think Bungie as a Developer has changed.
