It does, however it seems to be a random chance to return ammo to the magazine. The Perk isn't worded well.

It says after a kill it returns ammo directly to the magazine, and doesn't do that at all. Technically you should [u]never have to reload.[/u]

Edited by Blam417: 3/24/2015 7:54:18 PMLet me rephrase the perk description is wrong. There are a few other ones like this. Secret round for pulse rifles is one of them. Secret round no longer fires a fourth shot. Instead it gives you one ammo back any time you hit with all the shots in a burst. I don't think return to sender has ever returned ammo 100%. If I had to guess bungie had it so it always did before release but changed it because it was to powerful. They probably forgot to change the description when they changed how the perk works.
