Because a lot of people have all 3. And it's the smartest thing to do, I used to have 3 hunters, gets really redundant

How would you feel if it were the same way in raids?? If I work hard to upgrade a faction I don't think it's fair to be rewarded something I can't even use.

I'd dismantle a faction piece anyways because I need full raid sets, but I understand your point there. That it very frustrating after the grind, but so is shards
