I read on someone else's post that they could implement some kind of blind trading through a NPC third party acting like a handler.
I appreciate that this wouldn't address your first points as bungie clearly wants to stretch this game out as much as possible but it would at least stop any PayPal transactions.
Perhaps they could implement a system where it was like for like on the rarity and weapon type, or even add a bounty for all trades, this handler might need an incentive to facilitate your trades. That would slow down people gaining weapons but not leave it in the hands of RNG.

Lots of legendaries are out there with varying stats, they could be abused, maybe if the light levels were the same on armor and the weapons came from the same source, (raid, vendor, etc) but I don't think exotics should be traded at all, the Xur system would allow massive abuse of similar quality trading.

Are you of the opinion that Xur should increase his prices? I don't play the game enough for me to trade anything but it's interesting to see what the guys who have destroyed the game think with the longevity of it.

Legendaries work on a system based on where they were received, so Crota items can be exchanged with Crota items, vanguard quartermaster items with vanguard quartermaster items, etc. Rares I don't see a problem with. Trade away rare wise, they don't have the ability to take you to max level instantly.
