Party Finder, in-game lfg and matchmaking is coming during this year.

No one knows what the party finder will look like yet... there may be some concept screenshots, but nothing finalized has been revealed yet. Find the links yourself... they're out there. But yes, it's assumed the party finder is specifically being added to match people for raids, dungeons, gms.... Will it have auto instancing? I think it might, otherwise why do it... how will it be better than discord, or Xbox live lfg... ? Probably might look something like WoWs system... where players and hosts can set parameters and then be auto instanced into a party. With both private and public posts and filters to browse for both players and hosted instances of a particular type. I think that's the plan, though no confirmations. I do believe auto instancing can work too, because of featured raids and the rotator... It might be harder/take longer for other endgame stuff... but rotator lobbies for PvE stuff, especially because encounters and loot drops are farm'able... I think it will work with auto instancing.

The sole difference being that players will no longer have to go out of game to join or create groups. That doesn’t equate to matchmaking for any activity.

I have no doubt, it will probably be bad/broken at the start... and your quote confirms that. Integrating the current system on the site/app as the final goal... is just a waste of money and resources... the plan is bigger. If you want to know the truth/rumor I heard... it's coming out earlier than they wanted because of Sony, their lfg is so bad for Destiny... and so they had to do something. However, the long term plan for party finder is probably close to what I described and auto instancing could work because of the featured activity rotators that are farm'able... that might be enough for a solvent pop/pool for auto-instancing. Again, nothing is really confirmed.
