Even in straight Question about "Why increase PVE damage instead of PVP?" They answered like "Hmmm all changes in PVP will also work in PVE" . WHAT THE -blam!-?

Well damage output is damage output no matter the occasion, the only difference in PvP vs PvE would be the resilience stats. So they are correct in their answer, but depending on how armor stats are changed or not, it will or it will not affect PvP damage done per shot. So i don't really understand your grievance or your problem for that matter.

I read the stuff multiply times. And they didnt answered their Question. The were like "Will we reduce time to kill? Hmmm lets look, we will increase some speed, ability will load faster, more heavy ammo. hmmm i dont want to open all the cards" Thats how they answered.

Yeah, no, you need to read it a littel SLOWER, then, apparently. They brought up the question, then they said what they took that to mean, then they detailed what will change to fix that. So literally everything in that section that was written after identifying the question... was the answer. A long, detailed answer. And you still missed it.

When you ask a complex question, the answer rarely is simple. If you don't understand what you are asking there is no reason to get upset about receiving an answer you don't understand. Here is what i think they said: When it comes to sandbox changes, you must keep in mind TTK is a method of achieving something. TTK isn't the "fun" factor or the "god-feeling" factor. If they lower it some are opinionated it will cure the boredom, it won't. If they lower the TTK, the PvP might be a bit more faster, yet the PvE might be too easy all of a sudden, so it isn't the quick fix most think it is. You just shifted the problem from one thing to another. So to maintain the balance they give you supers faster, more movespeed, more often heavy ammo and some revised weapons to make them more appealing to use. Did they lower the TTK? no and yes. You will have more ways of temporarily killing fast with supers and heavy. You will have more DPS out of fusion/pulse weapons. You will not have an overall lower TTK because it would disrupt the entire status quo in PVE too. It's like a balancing game, only small adjustments till you get it right.
