not really, because back then, when special ammo was around, there were simply better sniper options (and easier to use). In the past Bungie even buffed the NLB because the special snipers were simply better. An incentive to use it. But people decided to ignore the NLB for nearly two years. With the lack of special people see themselfes "forced" to use it because they want their OHK weapon slot back.
