God roll HopScotch?
It's on my Hunter if you don't believe me. The perks are Counter and perfect balance (1st and 2nd row respectfully) and full auto. It also has braced frame for max stability as a replacement perk for PBalance.

All it needed was one of those lower tier Stability perks like Braced Frame/PB and no other weapon matched it in terms of pinpoint precision. My Year One Hopscotch with Outlaw+Reactive Reload had basically equal recoil to my high stability specked Counterbalance+Braced Frame+Feeding Frenzy Nirwen's Mercy. I tested both against a wall at many ranges in the Cosmodrome. The stability perks on your Hopscotch may be overkill.
