I was afraid of putting this up because of the backlash, but here goes-
For me, I don't see shotguns, snipers, or any special as over powered, I see them as over used. A long while back we faced an issue, people were using their specials far more than their primaries. With a following patch they fixed it to ensure that primaries would be used more... or did they?
Bungie Weekly Update - 04/09/2015
https://www.bungie.net/7_Bungie-Weekly-Update---04092015/en/News/News?aid=12753
This update mentioned some things about special ammo and their goals for it.
Kevin: At the highest level, we had a few goals in mind:
Make Special ammo a more precious resource in Crucible
Further solidify Heavy ammo's role in the Crucible
Further improve the balance of encounters by limiting high-damage weapons
or
Or, as Mr. Fruit put it earlier this week: Shotgun violence runs rampant in the Crucible. Can you ease his mind with some details?
Kevin: The recent update to sandbox balance was the first step. Creating a new system to manage ammo drops will enable us to adjust the Crucible experience without altering other activities in your Director. We believe that making ammo more scarce and important will provide players with more choices and more memorable encounters in Crucible.
and then there is:
Kevin: Special Ammo will spawn less frequently, it will take longer to pick up, there will be less crates located on the map, and the bricks you find will provide you with less ammo. I’ll save the stats and gory details for the Patch Notes. [Editor’s Note: Coming very soon to a blog article near you!]
We wanted players to really think about how and when they should use their ammo. The hope is that you’ll ask yourself questions like:
"Is this snipe worth it right now?"
"Should I really shotgun rush these players?"
"Should I conserve ammo until the next crate?”

Yet with the idea of making special ammo more precious we still see people using only the special weapons still.
"Is this snipe worth it right now?"
You don't ask yourself this because you're running around with at least 8 shots and the next ammo drop will be in 7 seconds to give you 4-5 more shots.
"Should I really shotgun rush these players?"
Well, seeing as I can carry at least 16 shots with my shotgun, this is never a question.
People can claim that others are just scrubs by shotgun rushing, or pussies by camping with a sniper. But what if that shotgunner had only 2 shot available to him? He would have had to wait for the right time to use it to get 2 kills. Or the sniper had only 1 shot left? He would have needed the right angle and right opportunity to make that shot worth it. Using a special weapon for a special situation. Yet we are given so much special ammo it is not that precious, even skilled people can stack up on ammo to a large capacity of shots. By using a certain weapon so much an impression is made, then claimed to be over powered when it is not, it is over used. This won't stop the shotgun nerf though, that boat has already sailed. But even with them being nerfed they will still be used to large extents because of the availability given to them through special ammo pickups.
If a nerf would come to special ammo, I would advise not reducing the amount of ammo special weapons can carry, but how much they can pick up in crucible (excluding sidearms). Instead of giving 6 shotgun shots, or 5 sniper shots, give 2-3. It will not effect the performance of the weapon, but it will effect the availability and use of it. PvE players would be happy too with a nerf that doesn't effect them.
That is my input, call me what you want, scrub, baby, idiot, I don't care. This has been the one and only main issue I see in crucible, and you can disagree with me if you want.
But if you agree, please bump and like so we can focus on the real issue.
edit:
A lot of good responses, let's keep it going.
edit:
Some believe that we already limited specials, but which feels more limited: 24 shots, or 6 shots?
If you can still use specials more than primaries easily, then they were not limited enough.
edit:
Yes they nerfed special ammo recently but with several flaws, not enough.
One being that trick of swapping specials to keep the ammo, I don't think Bungie intended that as a mechanic. Before, you would lose your ammo when you swapped weapons, now people are basically cheating that system, needs a fix.
I know about Ice Breaker and Invective and those can be brought up for debate. But only those two exotics can regen ammo, not every gun in the game. "They'll just use Invective/Ice Breaker now." At least they can't use an exotic primary at the same time...
edit:
found all these videos about special ammo, combining them can give a pretty good idea of how to balance specials.

edit:
This post has gone quiet now, at this rate people will continue to ignore the real issue and get another weapon class nerfed.
edit:
Well, they proceeded to do another ammo nerf, but for some stupid reason they decided that it should effect PvE, as well as undo the previous nerf for the 3v3 activities yet fixing the exploit people were using to get ammo at the start. What is Bungie thinking, are they incompetent now?
EDIT:
Well, I won't be around to enjoy any of this happening. I've been convinced that leaving Destiny is best course of action.

1 ReplyTo all of the people whining about this..You will still get murdered by primaries. This will not change your KD. You will still get rekt.
-
1 ReplyEverything you said is spot on! Just proof that Bungie tells players what they want to hear and never do it. Problem is that people seem to forget when they posted this info and because it never happened they just cry for nerfs.

Nah special is fine as it is in size, but increase the spawn delay more. Even then I still only have about a mag or two in my sniper the whole game. You should've seen special in y1. You would always have 20+ ammo in your gun. But ever since bungie nerfed ttk on primaries, people use their secondaries more, but also a lot more passively.
-
1 ReplyI agree with everything. At least give snipers 3 shots. 2 is kinda bleh
-
"Special Ammo, Inbound." Make it drop like heavy.
-
3 RepliesIt should be like inferno clash tbh.
-
Yeah, it should probably be reworked again so that it is much harder to have special ammo at all times but still possible for the cautious.

I agree, the amount of ammo is a problem. Maybe every time you spawn you could revert to having a full clip of special, irrespective of how much you were carrying when you died, and give a small chance for kills to drop special in small quantities (like 1 or 2 extra sniper rounds or shotgun shells - obviously would need to have different exact quantities for sidearms). Must admit I haven't spent a lot of time thinking that one through, there are probably loads of problems with the idea.

1 ReplyYou're mad or whatever it is you feel because people are using snipes and shotties instead of primaries? My point is most games have then as primary options so people treat them as such in almost every game
-
Neutral spawn point for special ammo in the middle of the map. Shotguns still have too much range.
-
6 RepliesThere are ways to get as much ammo as you want without ever getting a special crate. Wouldn't change anything.

Maybe just get rid of special ammo spawns altogether and you only get a certain amount of special when the match starts, ensuring that you use it wisely.

I couldnt agree mote, spawn with nothing crates should give 25-50% of what the give now

1 ReplyStanding ovation this is what I've been saying. Wayyy too much special ammo and it makes no sense to me. Remember Halo? Halo's power weapons are Destiny's special weapons. You had to know where the sniper rifle or shotgun spawned and then you only had like a clip or two to make it count. Needs to be similar to that, treat special ammo more like heavy ammo.

1 ReplyLimiting it to only 2 per drop is stupid. Itd ruin the game for every1 especially bad players Good players can always react first and use primaries effectively, bad players would get wrecked easier and provide a larger skill gap where accuracy and reaction times dominate giving below average players little to no chance against good players. Slow paced players will suffer more than anything and make crucible impossible to improve in if you're not already decent A full clip makes sense, 2 is an awful idea where certain guns WILL ONLY be the meta. Tlw mida and likely sidearms with ammo reserves refilled if the restriction is too harsh. If i only had 2 sniper shots I'd use a shotgun or sidearm instead ...or camp with a sniper carrying the perfectionist perk. Ill thought out suggestion

What I would suggest is make special spawns faster, like 20 seconds instead of thirty on trials, but they only give 1 or 2 special. The timer starts again when all the crates are collected or after 10 seconds. This way, it also influences movement and forces you to make decisions about whether a) you can get to the special be for its gone and b)it's worth it to go for another sniper shot instead of playing offensively. Also, I would suggest that you start with one mag, no reserves, and return ammo perks such as Performance bonus ND mulligan have an increased proc rate to make them maintain their value when you don't have as many shots.
so the point of the changes to performance bonus and mulligan means that befofe, you would spam sniper shots and get 1-3 bullets back per mag, assuming you got kills. But now, if you're sitting there with one bullet in the mag, and you see two guys peeking, you should be able to make a strategic play, saying "there's a 50% chance I can make a double play, but if I don't get the bullet back, they'll just rez him and I'll have wasted the shot. Whereas before the chance was so low you wouldn't even consider that if you had one shot
No special ammo on spawn. U get one mag every five kills. No special spawns at all. Invective and icebreaker unaffected. Two assists count as one kill.
