It already came out; Amanda Holiday gives it to you in a quest called Make the Vanguard Smile. Do 3 patrol missions that have a little clock for the icon. On one of them, you have to complete it so fast, that the rings turn gold and you go to overcharge mode. Just keep going until you get Overcharge IV, which means you've completed overcharge III Then grab a fireteam and complete a level 40 version of the Fallen SABER strike. You have to kill 8 sniper shanks and the SABER boss in under 18 minutes.
