Quick thing I want to point out, this is an issue because some children might not be immunized by vaccination and others may be medically unable to receive it, so these unvaccinated kids are a risk to civilized citizens.
How do we raise vaccination rates?
Personally, I'm a fan of a massive tax on noncompliants, the funds from which go to public health campaigns.

As a resident of Seattle I can say that everyone who lives here either doesn't believe in vaccines because it causes autism or some shit and the other half is made up of normal people who just want to live normally. So basically your point on Rwanda being better depends on the perspective. But then again Seattle sucks ass.
