I actually like this idea
However...
People would cry about this so much more than they do now

It would end so many of the weekly complaint threads we see though. All the dumb threads about whatever weapon they're selling ruining Crucible. All the dumb threads about how it's a conspiracy by Bungie to never sell Gjallarhorn. I would have a shot at finally picking up Thunderlord >.<

For ever one of those threads prevented there would be one complaining about rng to replace it. There are people you will never make happy

I'd rather have them complaining about RNG. At least then they would add to the general discussion of the loot system. I think it would also give Xur a bit more personality, much like our Cryptarch. All the sad videos of people getting the same exotic out of the engram 3 weeks in a row and claiming that it's impossible! Such sweet tears for Xur to collect from the ignorant.
