Best in what? PVP or PVE? If PVP then thorn is what you need I don't know the best weapon for PVE tbh,it depends on your class and playstyle, between jellyhorn and bad juju, i would recommend suros regime but bungie nerf auto rifle too much, which makes suros not powerful as they used to be.
