Travel to the Shooting Range and speak with Ada and you will now see an option to acquire Combat Telemetries; choosing this will exchange your non-working Telemetries for ones that can be successfully redeemed. You have the option to exchange them in groups of ten or one at a time at a one-to-one exchange rate. Additionally, any Telemetries obtained from this point forward appear to be the correctly functioning ones, so you will likely no longer need to use this exchange option once you have blown through your initial amount.
