Stasis and 120s, rampage,kill clip need a buff

I would understand multikill clip (But that one adds way higher damage it's just a bit glitchy) but kill clip is kill an enemy reload and you get a 33% buff for 5 seconds and it's so powerful it's one of the top perks in pvp and is one of the better pve perks. Also rampage is getting a buff since perks with mods like Rampage, Dragonfly, Surrounded, etc will now get what the mod gave
