You're right actually. In their original D1 trailers they mentioned how special weapons were supposed to be really good at their niche, but primaries were supposed be good at basically any range. The game had a few exceptions like 900 rpm autos but aside from that they followed through. A lot of the changes to primaries come from D2 Y1.
