They did this on purpose so they could keep the cap limit. If what you're saying is truth. So they could make money using transmogs knowing players would be eager to take advantage of this new system.

They did it to keep from recreating all the problems that nearly destroyed the game back in vanilla D2. I said when they announced tramsmog that it was dangerous and would destroy the game if they weren’t careful. Fortunately they understood this and out in guardrails to keep the value of armor as a loot item from being destroyed.

If they were so worried about it then, they could've just scrapped the idea. But here we are. No one would've cared if it never got announced.

There was no need to. They just needed to keep it from cannibalizing the loot value of armor. Especially now that sunsetting is gone.
