It's not a permanent ban. Bungie will re issue another 2 month restriction.

They've stopped issuing permanent PvP restrictions (which they used to do before Beyond Light dropped), and instead the 2-month restriction can be applied again (and again, if necessary) now.

Hopefully you have solved your problem but I would fully test that connection with the various speed test sites available. Test often and always know what your network is doing.
