The Steadfast Ornament is only applicable to armor received from Vanguard/Zavala, or from weekly rewards from the Strike playlists.

vigil of heros chest armor is equipped and the option is presented in ornaments but it doesn't allow me to use is saying I have 2 reach rank 30 in the vanguard. I don't have this issue with my warlock or titan.

Those ornaments are character specific, not account. When that ornament was originally available it sounds like you reached rank 30 on those characters at that time, but not on your Titan.

It's for my Hunter. I unlocked the ornaments for all 3 characters during that season and it shows that it's unlocked I'm my collections but doesn't allow me to apply it. It sounds more like it's bugged to me.
