Can't create override frequency
Each time I craft a harmonic code it does not show up and the resources needed are used.

May be because you have another node thing to locate as part of mission. I was unable to make an override, completed mission step (by locating node) and then was able to make an override. Note you can have an override in inventory and then get a mission to find a node.
