I think they can fix this game, but IMO, the first step towards doing that is purging the elements that are at war with eachother inside Bungie HQ. This game is an equal mix of PVE and PVP interests. Yet PVP has dominated the agenda since HoW has released and the push for competitive PVP is what has killed this game.
Someone needs to win - either the PVE faction or the PVP faction - and the loser needs to be shown the door so there isn't this constant tug-of-war for the soul of Destiny anymore. It needs to be clearly defined as a PVP-centric shooter game or a PVE-Centric looter game. It cannot be both...
[CAVEAT] Actually, the game CAN be both, but it ultimately requires Bungie to publically admit and accept that the game can't be a competitive PVP game AND a fulfilling lootgrinder game without separation of the competitive mode from the rest of the game. They have often said they didn't want to do this because it would require them to effectively make two different games. That's fine, I'll accept that. So either leave Competitive PVP out of the game or offer it as an optional DLC.
Developing the competitive PVP in a vacuum so that it cannot effect the other modes would allow Bungie to fund the development of the mode with the revenue earned from those actually wanting to engage in the competitive PVP. And if the support isn't there, then simply don't offer competitive PVP at all.
However, I don't think any one of these things will happen on the 11th. I anticipate a business as usual approach from Bungie on the 11th.
