support for hearing-impaired

My clan has recently had a hearing-impaired PS player join. They use in-game text chat only. The clan has players from PS, XBox, and pc. I've been able to find conflicting information about whether a keyboard only (no mouse) is allowed for console players to use for in-game text chat. Some sources say this is okay. Others say it isn't. I found an official Bungie response from several years ago (2021, I think) that was replying that mouse [u]and[/u] keyboard were not supported. I was not able to find anything about keyboard only. I don't know if there are apps available to install on a console that are supported in D2. Something like voice-to-text converters? Any firm answers would he helpful. See you starside!
