Honestly, Pagan Min is not that much of an antagonist. He is a much better choice than the other two -blam!-head faction leaders.

Skull Face (MGS5) He had one of the best plans to take down Zero and Cipher itself. I don't see why people hate him so much just because of his face-to-face car ride/speech.
