Um. Don't. Unless you want it as a trophy just don't. Here is why.
There are a few Arc primary weapons.
Fatebringer - Handcannon
Oversoul Edict - Pulse Rifle
Fang of Ir Yut - Scout Rifle
You can grab Oversoul Edict extremely easily; just get a hunter to run you though Crotas End Abyss on hard. Or a warlock. Or a titan. Any level 32 really. They drop often so it will take you maybe 2-3 runs to get one.
Comparing Oversoul Edict to Timepiece, they are both the same Impact / Rate of Fire. Which is better?
Perks? Oversoul Edict. OE also has full auto.
Stats? Oversoul Edict has 6 less stability (negligible) but is better in every other stat.
Signature perk? There are a lot more Elite Hive out in the world then there are Oracles.
Conclusion: Timepiece is living proof that RNGesus has blessed you. It makes an OK weapon for killing Oracles in Vault of Glass true but most of the other VoG weapons are better at that niche role. Oversoul Edict is better for just about every encounter unless you are doing Hard mode VoG and have absolutely no other Oracle killing weapons.

I like Timepiece better in PvP. Go with max stability, you dont need the Field Scout as you will be wasting less ammo than with the Full Auto Oversould. Timepiece is a headshot machine.

Oversoul for PvE and Timepiece for PvP! They are both really strong weapons, only Oversoul has a perk that is wasted in other content. Timepiece can also have almost max stability!

I actually think timepiece has better perks. I would take headseaker over full auto. Dark breaker only works on hive knights, so it is useless against 90% of the enemies you face.

Oversoul imo fires too fast due to the Full Auto, don't get me wrong its a great gun, but when you kill something and accidentally fire off 2 more bursts.....well yeah lol

Alright. If you disagree with my conclusion please give me your reasoning. Why is timepiece better then Oversoul? Based on what criteria and under what circumstances? What combination of stats and perks is superior? I am honestly inquiring as to your thought process.

Fair enough. That is admittedly the best perk on the timepiece. I would rather have the sustained dps offered by full auto but that is a personal choice. 2nd tree of perks is almost the same with timepiece having flared magwell and Oversoul having snapshot. But most peeps are using fitted stock / perfect balance or field scout that is kind of a wash. The last perk on timepiece is secret round, which is a garbage perk as most of the time the round you miss is the last one, causing that extra round also to be wasted. The Dark Breaker perk on Oversoul turns this weapon into a Knight killer, but has no use outside of that specific mob.

Secret round doesn't act like that, it's an amazing perk. You only use 2 bullets per burst that hits and bursts that miss use 3. Not sure if it's a glitch but it won't fire 4

You're not counting the fact that secret round description is wrong and the perk basically just returns 1 bullet for a full burst of precision hits
