That's the (horrible) reality of their strategy, particularly when put on the defensive. With Tikrit and Mosul threatened and YPG approaching supply lines around Raqqa, Islamic State needs [i]something[/i] to boost its credibility. It's terrible that "something" means the slaughter of innocents, but they see it as a way to showcase power. I watched a video yesterday of them sniping "regime targets" near Deir ez-Zor airport and many of those hit were clearly noncombatants.
