Unable to upgrade outbreak perfected intrinsic in the enclave after doing all the quests to unlock the upgrades
after doing zero hour on expert and completing all quests for it before buying witch queen i went to upgrade it once unlocking the ability to do so but it keeps saying that i have not completed the required quests to do it any help would be greatly appreciated.

You need to do the console + vault puzzles for the intrinsics, they do not come from quests. Text prompt is bugged, so recheck the console after each to see if you are able to interact with it. If you are then it wasn't done correctly, if you aren't able to then continue on to the next part. You can do all 3 in a single run.
