And if Knucklehead radar is tracking enemies now, then shouldn't One-Eyed Mask do so too now?

No, it shouldn't but neither should Knucklehead imo. Any kind of free wallhacks should not be in pvp, period. E.g. instead of nerfing all bows and not really solving the problem, I would have preferred putting the Wishender wallhacks behind a kill trigger.
