Warlock exotic boots bug
To whom it may concern at bungie, the warlock exotic boots Secant Filaments are bugged. Devour does not proc consistently upon rift activation and I'm very confused? is there something I'm missing? please fix themmmmmm

This is happening for me as well - I have a void super and I have empowering rift on my warlock and devour sometimes does not proc at all, or has a delay in activating. It’s very frustrating. I posted this a few minutes ago as well, before I saw your report.

So i just did some testing with it for you, it appears that when you have Prismatic on you need to have the empowering rift on and have the Void super equipped for the exotic Secant Filaments to activate Devour. The wording on the exotic are as follows; "While using a VOID SUPER, casting an Empowering Rift will grant you Devour." So the exotic does state that the Void super has to be equipped on prismatic for it to activate and work as designed.
