No single individual can downvote every topic to 0.
Even if there is someone downvoting every topic, other users need to do so as well to 0 it out.

No, it only takes 1 downvote to make it 0 if no one else has upvoted it.

Everyone knows a single user can't downvote a topic to 0 if it's had multiple upvotes. Did you really think the OP believed that?
