They've said several times that the beta isn't the finished product including the little white text at the bottom of the commercials stating that the footage wasn't the final product and subject to change. The mere fact that they've had to reiterate such a point multiple times and in multiple ways should prove extremely disconcerting.

Every beta says that..it is an extremely broad statement..I'm talking about.. Hey Destiny fans we are aware the supers recharge slower then we would like in PVE and the ammo drops are not as consistent as we like in this build..we have made efforts to rectify this in the latest build. keeping that in mind please enjoy this beta That took me roughly 15 seconds to type out.. and would save all this BS they are going through right now.

Perhaps they felt those numbers were good when they themselves were testing it and have now chosen to adjust them in response to feedback, they may have also been questioning wether or not those numbers were the so called sweet spot and felt that players should or perhaps could adjust it better as there far greater numbers of them.
