I have both and Dogma has finally dethroned the old King. Triple Double is just too good, you can pump high impact crits into bosses for days. I was running strikes last night and while fighting Malok there were times when I was standing out in the open DPS-ing for so long that it was more likely I would have to duck into cover to survive rather than reload. You see the DPS comparison videos on YouTube between the Dogma and the Outbreak Prime and it's actually quite impressive that a legendary scout with no special damage-over-time effects can keep up with an exotic primary that creates SIVA swarms. It looks 100x better than Hung Jury too. Black and red with SIVA stuff all over it just looks amazing. As great as Hung Jury was the paint job was an eyesore to say the least. Firefly is cool and all but I'd gladly sacrifice it for Triple Double any day. I don't miss it one bit. TL;DR: Chaos Dogma is the new best legendary PvE weapon in the game. It's even pretty decent in PvP too.
