Common misconception that he was a hunter but if you look at the evidence, he was a Voidwalker Warlock

Yup, ever thing about him points to hunter.

You can get the Cloak of Dredgen Yor. You can also get Ayane Takanome's cloak, and she wasn't a Hunter. She wasn't even a Guardian. Characters in the lore and NPCs in the game (such as Lord Saladin) don't seem to be bound by class item restraints the same way our characters are.
