The orange ones are high reward ones , coming once per iron banner. The green ones are daily ones.
It's your choice how you work out which way you want to "Cash them in"

Regardless of whether I turn in the bounties, there'll still only be 3 green ones available every day right?

I'm personally not sure how it works with the green ones. I normally cash my green ones in daily just to be sure.

They're daily bounties. Best to turn them in when they're done in case 1 of them repeats the next day.

I held onto my ones from Tuesday and turned them in on Wednesday for the extra points, but one of them was the same both days, so after I turned it on from the first day, I couldn't take it again, so turning them in the day you get them is the safest.
