If you know how to aim even a little bit, corrective measure and getting 150 bullets per heavy pickup wins all day, every day. If you're cautious, don't get yourself into bad situations, hang back a little for the rocket launcher people to kill each other, you can easily pick up 8-10 kills and still have rounds left over when the next heavy drop shows up with CM.

Against All Odds with Field Scout. 75 rounds per drop without a heavy ammo armor perk. I also have The Swarm with Void damage and Field Scout. Both beasts, AAO is my favorite though.
