Winter's Guile Doesnt Increase Melee Generation Speed

CPU: Intel(R) Core(TM) i5-10400F CPU @ 2.90GHz (12 CPUs), ~2.9GHz
GPU: AMD Radeon RX590 GME
RAM: 26GB
GPU Driver Version: 25.8.1
OS Version: Windows 11 Pro 64-bit (10.0, Build 26200) (26100.ge_release.240331-1435)
ISP Provider/Speed (upload/download) / Connection Type (LAN or wireless): LAN
ISSUE: when equip winter's guile for warlock class, after melee kill, it doesnt increase melee generation speed even with warlord's sigil buff on. refer to youtube link
