Everyone has been given 3 total tokens. If you still have one available you can use it, but if you used them all to get to your previous name you would have to wait for Bungie to decide to give out more.

And? Doesn’t mean they are ok to use. Just means they haven’t been located by the filters and/or reported for manual review. How many bank robbers or murderers are still not in jail because they haven’t been caught? Does that mean those activities are ok to do?
