Toast is just a fancy way of saying crunchy bread, so it’s technically still bread. Apparently someone somewhere decided that “crunchy bread” didn’t sound right so they came with toast. It’s like ice! Ice is just frozen water, but it’s still water.

As for [i]when[/i] it becomes toast, I'd say that distinction is entirely up to the individual toasting their bread (or the recipient of the toasted bread, if applicable). Only the one consuming the toast gets to decide if/when it is sufficiently toasty for their purposes. Follow-up question: If a toaster stops working, can it still be called a toaster? It no longer toasts, so the name is inapplicable.

1 Risponditoast is a stat modifier applied to the bread immediately; in the toaster it begins collecting XP to level up the gradation of toastedness, anywhere from lightly to burnt. it's still bread afterwards of course, but to be polite and honor the work it put in in the toaster, we refer to it as toast instead of toasted bread.
