If you have HDR enabled you might try turning it off and change your Windows Mode to Windowed Fullscreen.

Do you have any Overlays or GPU modification tools running? An example would be MSI Afterburner. If you have any Overlays or software overclockers running, please shut them down and try the game again. I would also suggest pull up your Task Manager and look for anything running that you don't absolutely need running for the operation of Destiny 2 and close it down.
